1 – Our objective: Control the territorial sustainable development actions.

• We are working about sustainable development that really bears three dimensions: economic, societal and environmental.

• We are working about implementation of a sustainable development policy on a territory that must also be able to evolve. For that, it must have real economic and societal functional connections with its context or it must have economic and societal characteristics diverse enough.

• We are working about control of territorial sustainable development actions – actions of sustainable development policies implementation – that means we are working to ensure these actions will have an accurate global quality: to make sure of the quality of their objective and of their management in order to frame and achieve an optimal quality, in their spatial and temporal context.

• We are also proposing a true assistance to action that moreover give the possibility of (1) knowing undoubtedly how to replicate such actions if considered interesting, (2) founding a serious communication and experience sharing, and thus (3) founding a relevant “territorial sustainable development movement” since we shall may have its cleverness.

• We are working about control of territorial development actions having all possible types of territorial objects: (1) the built environment of the territories taken as a whole, (2) buildings, (3) the components of the built environment which are not buildings.

2- Our clients: National and local governments.

• The decision-makers of the territorial sustainable development actions are our clients because they are in charge of these actions. These decision-makers are the local governments, the national government and the related implementation agencies.

• Territory planners are our partners.

3 – Our means: Territorial Sustainable Development Control (TSDC) system.

• The TSDC system is composed of (1) a grammar, (2) a metrics and (3) various management and assessment tools.

• The TSDC grammar provides the rules of definition and organization of all the types of the territorial sustainable development actions, and consists of:

- A generic actions process – relevant to all the actions types –, carried out by S.BE.I-France, after club D2C, with the following definition: “The generic action process to control territorial sustainable development actions consists of the definitions of (1) a generic quality requirement for the objectives of each type of actions and (2) a generic management system for all these actions, to be applied after specification to all particular action to optimize quality of its result in its spatial and temporal background.

- A method of specification of this generic actions process to product the definition tools to be used in the specific actions process adapted to a particular action.

• The metrics of the TSDC system provides the procedures of measurement of the spatial and temporal context and the ins and outs of each type of action of territorial durable development. It consists of (1) a procedure of total territorial diagnosis, (2) a procedure of quality measurement for actions, (3) a procedure of monitoring of the sustainable development quality evolution of a given territory, (4) a procedure of action certification.

4 – Our services: Engineering and rating of territorial sustainable development actions.

Our services are more precisely (1) the advice for the definition or the control of sustainable development policies, (2) the advice and the tools development for the definition, the management and the certification of all types of actions achieved to carry out sustainable development policies.

5 – Our refrences: Structuration actions of national intervention fields.

• Because we exist since a few time (03-2009) and because of the particularities of our objective and of our clients, we are still mainly working to (1) the structuration of a national intervention field in France and (2) the foundation of national intervention field organization societies in other countries.

• At the national level, we are working to (1) specific intervention fields adapted to different types of local governments, (2) an actions organization to develop a territorial sustainable development actions proble-matics, (3) a training actions programme of our partners.

• At the international level, we are working to found companies to organize national intervention fields in around ten countries, which could normally be brought to a successful issue by mid 2011.
